According to the notice, Covid-19 has recently been reported in rural areas or in the integration of urban and rural areas in Hebei and Heilongjiang.In rural areas, there are poor medical conditions, lack of epidemic prevention capacity and awareness, and the approach of the Chinese New Year has increased the mobility of rural people and increased gathering activities. The situation of epidemic prevention and control in rural areas has become more severe and complex, and the weaknesses of epidemic prevention and control in rural areas have become more prominent.
 
The circular stressed the need to give full play to the role of rural grassroots organizations, organize joint prevention and control, and effectively implement responsibility and measures for epidemic prevention and control.We should strengthen publicity and education, guide farmers to take the initiative to do a good job in epidemic prevention and control, and enhance farmers' awareness of self-protection and the awareness of reporting and seeing a doctor immediately after fever;We will step up efforts to give tips on civilized behavior, educate and guide farmers to wash their hands frequently, visit fewer homes, and avoid gathering together, advocate postponing weddings, funerals, and banquets, and promote a broad and in-depth campaign to clean up villages.We should guide rural migrant workers in an orderly way to return to their homelands.We should reduce the flow of people across regions, and encourage employers to actively guide rural migrant workers to stay on site for holidays in light of production needs and their wishes.The local grass-roots Party organizations should do a good job in placating and guiding migrant workers to relieve the worries of local festivals;For rural migrant workers who have a real need to return home for the holidays, we will encourage "point-to-point" and "one-stop" transportation before and after the holidays.We will guide and support rural migrant workers who return to their hometowns and stay in their hometowns to find jobs or start businesses locally or nearby.We will strengthen reserves of epidemic prevention materials in rural areas, unblock logistics and distribution channels in rural areas, and ensure daily necessities and epidemic prevention and control needs in rural areas.
 
The circular requires that the supply of agricultural products in areas at high risk of the epidemic be effectively handled to meet the daily needs of urban and rural residents.Agricultural products such as grain, oil, vegetables, meat, eggs, milk, and aquatic products will be included in the coverage of daily necessities during the epidemic prevention and control period, and market players such as industry associations and farmers' cooperatives in areas with low risk of the epidemic will be actively organized to increase the supply of agricultural products to areas at high risk of the epidemic.We will encourage regions where conditions permit to carry out processing, purchase and storage of agricultural products, and organize market placing in an orderly way to ensure smooth production and marketing of agricultural products and prevent difficulties in selling or supply shortages.We will strengthen market price monitoring, analysis and early warning of agricultural products, make scientific and reasonable arrangements for the production of major agricultural products, strengthen field management of crops, and organize new types of agricultural business entities to provide farmers with production trustees and services.To ensure the unimpeded flow of agricultural means of production, it is strictly prohibited to set up traffic jams or open roads or close roads to block traffic without the approval of local people's governments at or above the county level, and it is forbidden to intercept agricultural materials transport vehicles on the pretext of epidemic prevention.
